We are a private development organization, built in Costa Rica in June 1987, with the objective of supporting lower income families to solve their housing and community development needs.

For more than 30 years of work we have developed housing projects, under the Habitat Social Production approach, promoting the active participation of people and families involved in its design, management, construction and consolidation as an organized and sustainable neighborhood.

METHODOLOGY


The Housing Promotion Foundation (FUPROVI) is a private development organization, which works under the concept of Self-production of Housing; a work process in which families participate actively, consciously and in solidarity in the management and execution of housing projects.

For which the institution offers technical advice, training, administrative and financial support; before, during and after the construction of the houses.

From the Community Development Area of ​​FUPROVI, we work directly with the communities from a Social Production Habitat and Housing (PSHV) approach, which implies the active participation of people in the constitution of their new habitat.

“During the last 30 years we have carried out more than 30 investigations and publications. We have developed more than 70 educational materials published to support participatory work with families. We have been hired to perform 6 international consultancies. We have been awarded more than 24 national and international awards and recognitions. We signed more than 27 national and international agreements and participated as members of 8 institutions and organizations at national and international level. Some of our milestones ”

We were born in 1987 with the mission of contributing to the improvement of the quality of life of the lower income sectors, through the management and development of housing projects and community strengthening for low-income groups.

From that moment, the Social Production of Habitat was our main work methodology, and with it we facilitated housing for thousands of families. Then we evolved to develop an agile, reliable and effective operation, with which families went on to make a Voluntary Participation Plan.

Nacimos en 1987 con la misión de contribuir al mejoramiento de la calidad de vida de los sectores de menores ingresos, mediante la gestión y desarrollo de proyectos habitacionales y de fortalecimiento comunal para grupos de escasos recursos.

Desde ese momento, la Producción Social del Hábitat constituyó nuestra principal metodología de trabajo, y con ella facilitamos la vivienda a miles de familias. Luego fuimos evolucionando hasta desarrollar una operación ágil, confiable y efectiva, con la que las familias pasaron hacer un Plan de Participación Voluntaria.

1988 Firma del Acuerdo de Cooperación y apoyo al Proyecto Especial de Vivienda para asentamientos precarios 1988-1990 entre el Gobierno de Suecia y el Gobierno de Costa Rica.

1990 Firma del Acuerdo de Cooperación y apoyo para el Desarrollo de un Proyecto de Vivienda Social en Costa Rica entre los Gobiernos de Suecia y Costa Rica.

De 1991 al 1998 FUPROVI, fue coordinadora para la Subregión centro América, México y el Caribe del Programa de Fortalecimiento Institucional y capacitación para Organizaciones No gubernamentales (FICONG) apoyado por el Banco Mundial, ASDI de Suecia, el Gobierno de Holanda y Japón, se contó con la asesoría de CEPAL.

Proyectos más representativos durante este quinquenio: Tiribí (San Felipe de Alajuelita, 275 familias beneficiadas) y Barrio Corazón de Jesús (San José, 24 familias beneficiadas).

Se realizaron 7 publicaciones en este quinquenio

De 1993 a 1999, se desarrolló el Programa al Sector Productivo Informal. Este ofreció servicios a 1000 familias por medio de créditos con bancos comunales, créditos individuales, créditos solidarios, créditos para microempresas y créditos transitorios.

1998 Firma del Acuerdo Específico entre el Gobierno de Costa Rica y el Gobierno de Suecia para apoyar la Tercera Fase de un Programa de Vivienda Social a través de FUPROVI.

Proyectos más representativos durante este quinquenio: Aguacaliente (Cartago, 53 familias beneficiadas), Las luisas (Granadilla de Curridabat, 121 familias beneficiadas) y Quircot (San Nicolás de Cartago, 96 familias beneficiadas).

Desde 1997 contratados por la Agencia Sueca de Cooperación Internacional para el Desarrollo (Asdi), para realizar una consultoría a la Municipalidad de Port Elizabeth, en Sudáfrica, para el Programa PELIP (Port Elizabeth Low-Income Development Programme).

1998 Contratados por las Naciones Unidas para formular un Programa Especial de Reubicación de Familias en Albergues por la Tragedia del Huracán Mitch en Honduras.

1999 Servicios de Consultoría para un Estudio de Capacidad de una Organización no Gubernamental “Hogar y Desarrollo”, Guatemala.

Desarrollo del Plan piloto de Gestión ambiental: Con recolectores de basura de barrio Cristo Rey.

Del 2000 al 2004, se desarrolló como Coordinadora para la Subregión Centro América México y Caribe para el Programa Fortal (Programa de Fortalecimiento de Alianzas para América Latina, apoyado por el Banco Interamericano de Desarrollo, Novic y ASDI de Suecia

2002 Firma del convenio de Cooperación entre la Fundación Promotora de Vivienda y el Centro Cooperativo Sueco, en el ámbito del programa de cooperación del SCC con Costa Rica y del proyecto Construyendo Ciudadanía Social e Identidad Comunal, ejecutado por FUPROVI.

2002 Firma del convenio entre FUPROVI y el Housing Development Management de la Universidad de Lund para realizar el curso Internacional sobre Autoconstrucción. FUPROVI aporta la organización y administración.

Del 2002 al 2007, FUPROVI funcionó como contraparte del Housing Development Management de la Universidad de Suecia para realizar anualmente un curso internacional en Costa Rica sobre autoconstrucción asistida.

2002 Signature of the Cooperation Agreement between the Housing Development Foundation and the Swedish Cooperative Center, within the scope of the SCC cooperation program with Costa Rica and the Project Building Social Citizenship and Community Identity, executed by FUPROVI.

2002 Signing of the agreement between FUPROVI and the Housing Development Management of the University of Lund to carry out the International Course on Self-construction. FUPROVI provides the organization and administration.

From 2002 to 2007, FUPROVI acted as a counterpart to the Housing Development Management of the University of Sweden to annually conduct an international course in Costa Rica on assisted self-construction.

ASI TRABAJAMOS


The FUPROVI Directorate is composed of the following bodies:

General Assembly, Administrative Board, General Management, Administrative Financial Management and Development and Commercial Management.

Integration of the administrative board:

The Administrative Board of FUPROVI is composed of five managing members, three freely appointed within the General Assembly and two appointed directors; one by the Executive Power and another by the Municipality of Moravia. The directors appointed by the Assembly, in addition to their obligations as Associates, must actively participate in the functions of the position they occupy within the Administrative Board.
